Judge Helen S. Rozenberg

          Judge Rozenberg received her undergraduate degree from the University of Michigan and her juris doctorate cum laude from the University of Detroit .  She received American Jurisprudence Awards for excellence in Evidence and Administrative Law and served on law review, The University of Detroit Journal of Urban Law, as an associate and then as a Case and Comment Editor.

          She was admitted to the Illinois Bar in 1979, and practiced law in Peoria , Illinois before joining the Lake County State ’s Attorney Office in 1980.  She served as an Assistant State ’s Attorney, Civil Division Chief and then Deputy State ’s Attorney for Civil Matters.

          As an attorney, Judge Rozenberg practiced in the trial and appellate courts, argued before the Illinois Supreme Court, was a member of the trial bar for the United States District Court for the Northern District of Illinois, a member of the bar for the United States District Court for the Southern District of Illinois, and was admitted to practice before the United States Supreme Court in 1987.  She served three terms as Chairman of the Lake County Bar Association Municipal Law Committee, two terms as Chairman of the Administrative Law Committee, and as an Associate Member of the Illinois Bar Association Section on Local Government Law.

          Judge Rozenberg was appointed Associate Judge of the Nineteenth Judicial Circuit in 1992.  She is a member of the Illinois Judges Association, the Illinois State Bar Association, the Lake County Bar Association, and the Association of Women Attorneys of Lake County.  She served as President of the Jefferson Inn, an American Inn of Court, Chairman of the Advisory Board for the Northern Illinois Council on Alcoholism and Substance Abuse Women and Children Program, and on the Lake County Domestic Violence Council.  She has been a speaker at the Illinois State Bar Association Real Estate Taxation Law Ed Series, Lake County Bar Association seminars on Municipal Law and Domestic Violence, and serves as a judge for the Northwestern University Mock Trial Invitational Tournament.
