Ordinance will benefit tenants of WaukeganBy: Jaime Ortiz For the purpose of offering a high quality and form of life to the people that rent a home in the city of Waukegan Since June of last year enter a vigorous law that obligates the owners of properties that have to maintain in optimum conditions the houses designated to their income. Susana Figueroa Official Spokesman in Press conference manifested that said ordinance has the purpose to offer to all the people that for some reason when renting a house this have all the basic services that the city requires. It manifests Mrs. Figueroa that currently exist without a number of violations in the homes that puts in risk the life of the people that rent homes and it is because of this that I am stipulated in this new ordinance to inspect a home when it leases out. It was not until the end of last year that it began to carry out the first home inspections, therefore it had been authorized in June but not put into practice. IN WHAT DOES INSPECTION CONSIST FOR HOMES The city through the departments (The Building Departament), they have a group of inspectors that are dedicated to inspect all the homes of people that are renting, that is to say the city possesses a list with the names of the people that currently are found renting, and as they cannot go to all the units they take a chance. The inspection consists of the inspector arriving at the house and is going to do a verification detailed on the heating, water, light, gas, the alarm and others, the inspector returns with that report and it is provided to the Department. Susana Figueroa continued saying that for the end of this year it is expected that all houses be properly inspected. THE MOST IN BENEFIT Will it be all those people that month to month remove from their purse a quantity of money to pay for the house rent where they live in, and is it precisely here where their benefit initiates. Therefore currently large quantities of money are paid although the houses do not even have the most minimum services. This law will then bring large benefits to the ones that rent homes. Nevertheless their will be the owners of the properties who surely will not agree with this decision therefore with this law they will have to invest better in their properties to not be penalized with fines that will be interposed, arriving including depending on the degree of violations will not be able to continue renting properties. It is worth while to indicate that the inspections will not be done neither by force neither to their own desire, everything is a process manifested Mrs. Figueroa, that is to say the city will sent out a letter to the home owners indicating the date that the said inspection will take place, the owner at the same time will inform his boarders and these at the same time should give him free access to the inspectors. It is very important that the boarders lend all the contribution therefore if in a specific moment they decide not to leave them to enter then they sought a legal order to be able to have access and to insurance there will be other negative consequences. The time that the city offered the owners after receiving the letter the inspection is 30 days, times prudential so that an owner can strictly fix the property. THERE IS NO REASON TO BE AFRAID Finally, manifested Susana Figueroa will do a call to all the boarders to not have fear to bring to light the violations that they have in their home, therefore constantly I receive anonymous calls especially from Latin families bringing to light the defects and abnormalities in the houses but ask to omit their name of fear to be repressed on the part of the owners of said properties. One of the fears that exist in the boarders is in the first place that they would be thrown out of their home. In second place if their status is not legal in this country they think that there can be a type of reprisals of migratory type. These two reasons are of great magnitude in the Hispanic community, therefore this is why they do not complain, therefore they have to stay silence due to deportation, and it is because of is that the people have to be endured, even paying large quantities of money. We expect that with this new ordinance they change totally the standard of living of the person that rents a home, therefore before the owners simply approached the city and requested their license and were ready to rent, now each license will be offered after a strict inspection process and quality of each apartment unit finalized said Mrs. Susana Figueroa.
